On October 28, General Clay announced initiation of a revised pol- acy for German information madia under United States control, whioh will make possible the extensive oritioism of Communit theories and their applia cation both in the Soviet Union and in outside areas, including Gormany. The revised policy is intended as an answer to the long-standing propaganda can- paign of the Sovietecontrolled German media (ace this paper, main parte B-7). It will be executed by the so=called tovert" media (i.e.) media under direct US control), but licensed modia will be explicitly parmitted to participate. Although attacks upon the Soviet or any other governments ar individual gova ernment members, are prohibited, German licensed papera under US control. have follored up the announcement by sharply attacking the policies of the Soviet government. OMGUS has stated that the revised policy is not intended as a formal departure from ACA Directive No. 40, which alloms *commests on the policia e of the Occupation Powera in GermanyR, with the qualification that "members of Gorman political parties and the German prees must refrain from all statements and from the publication and reproduction of articles whichoon spread runors aimed at disrupting unity amongst the Allies ar which cause distrust and a hostile attitudo on the part of the German people towards any of the Ocoupying Powers."
