6. It should be notad that the phrasing of ACA Directive No. 40, partic-
ularly in its positive parts, is exceedingly general. The Sovist representative
may therefore clain that the Directive already covers the substance of the reco
mmendation outlined under (c). Consequently, it would seen advisable for the
US representative to avoid being drawn into a discussion of the meaning of Dí-
rective No. 40 in its present wording, and instead to propose an extension a
ACA legislation which will explicitly permit the type 1.8 diacussion recommende
under alternative (c), and will moreover reduco restriction of such critioism
to absolute minimum requirements.
