ARCHIVES "NATIONAL RECORDS SERVICE" AND
for the Soviet zone: Saxony, Saxony-Anhalt, Thuringia,
Brandenburg, Mecklenburg. In addition the area of Greater
Berlin is given a separate administration under a quadri-
partite agency (Commendatura), The French have taken steps
looking toward the economic interration of the Saar with
France; it will presumably not form a constituent unit of a
German federal state.
Although the establishment of these divisions has not
followed any concerted or coordinated plan, it has resulted
in a pattern of states or Laender of medium size, eliminating
the former predominance of Prussia, and has conformed on the
whole to historic, political and oultural boundaries. Two
conspicuous departures from this princinle are the division
of Wärttemberg and Baden between the French and US zones,
and the division of the Rhine province between the French
and UK zones. The numerous enclaves have been eliminated
and in some instances smaller units have been combined in
larger, more rational groupings, as in Heese, Lover Saxony,
and Saxony-Anhalt.
(2) The Moscow Discussions
At the Moscow meeting of the CFM, the nroblem of estab-
lishing a provisional politicel organization for Germany was
considered for the first time at the inter-governmental
level. Discussion of the various aspects of the problem
resulted as follows:
(a) Central Administretive Agencies. It was agreed
