a 'SERVICE"
is
that German economic unity must be established prior
to any decision on the political organization of
Germany; that the Control Council should establish
these agencies in the fields of finance, transport,
communications, foreign trade, industry, food and
agriculture; that these agencies should, in accordance
with directives from the Control Council, issue
instructions to the Land authorities (there was-no
agreement on the composition of the agencies nor on
the degree of subordination of the avencies to the
zone commanders); and that the establishment of these
agencies should precede the formation of a provisional
government.
(b) German Advisory Council. It was agreed to estab-
lish a German Advisory Council three months after the
formation of the central agencies, to advise the
Control Council on the work of the agencies and to
draft a provisional constitution, There was no agree-
ment on the composition of the Council, due to Soviet
insistence on inclusion of representatives of political
parties, trade unions and other anti-Nazi groups in
addition to delegates from the Landtage. The French
opposed crection of a Council prior to settlement of
German frontiers.
(c) Provisional Government. There was no agreement
on the method of establishing a provisional government;
