AN ECONOMIC PROGRAM FOR GERMANY
A. The Problem

To reach agreement on en economic program which, while preventing
Germany from again becoming a threat to the peace, will enable that
country to recovar in a manner that will contribute to the sconomic
recovery of Burope as a whole as well as to the growth of democratic
thought and institutions in Germany and under conditions that vill
prevent Germany from being a constant source of conflict among the
major powers.

(1) US Policy Objectives
The primary objectives of US policy in Germany have
bsen
(a) to prevent a recurrence of German egression and
(b) to assist Germany to recover so that she could contri-
bute to the economic rehabilitation of Europe without
requiring continued subventions.
United States policies regarding reparation and economic disarmament,
the utilization and control of German resources, and economic institue
tional reforms have all been geared to these objectives.
In the interest of security the United States has wished to see
Germany effectively disarmed. While always considering military
