On the other hand, decartelisation and deconcentration meansures oan hardly be effective unlems they are applied throughout Germany. Industrial combines and oartols do not stop at Land or zone frontiers. It would accordingly be highly desirable to obtain agreement on a uniform law as part of the program to troat Germany as a unit. There may be no serious difficulty in reaching agroement on such a measure if the powers can agree to leave the administration of the law to a German public agency, ao that individual questions regarding the dissolution of a particular industrial combine do not need to be asttled by the four powers acting by unanizous or majority vote. Recommendations 1. In three of the Zonea land reform programs are already on the statute books and have been implemented in varying degrees. It would be unvise to insist that any of these reforms be undone and that land reform be treated on a uniform basis throughout Germany. The differences in the various programs may M. as reflecting the differences in looal conditions. It is, suggested that the present programs be continued with implementary thy resting with the individual stater, There should he no insistense as a condition for the treatment of Germany as a unit, that the form in whie property in old should be the subject of uniform legialation throughout Germany. It would be desirable, however, to
