2. The Polish-Germen Frontier
The US has supported in principle the Poliah claim
for compensation from German territory for ite Var loases
and territorial losses to the USSR, but has adhered to the
principle agreed on at Potsdam that the final Polish-Gerwan
frontier must be determined by the peace settlement. In
consequence the US proposed at Moscow that a special
commission be established which should atudy the revision
of the Polish-German boundary. taking into consideration
(a) fair compensation to Poland for its war and territorial
losses, (b) assurance of optimum economic use of the aren
in question, and (c) the value of the area for the Polish
and German national economies.
It is recommended that the US adhere to the position
taken in ite proposal made et No-Cow.
In the event that it should be agreed to discuse
specific boundary changes at the London CFM meeting, the
US might suggest for consideration three alternative boundary
settlements, which are discussed in detail in the ONGUS
paper: Germany's Eastern Boundaries, and accompanying maps.
These propogals are baged upon an earlier State Department
study of the Polish-German frontier problem, and represent
possible
