ALTERNATIVE 1. The United States should categorically reject
the Sovist proposal. It should be stated that we cannot regard the
proposal at this time a.s a bona fide contribution to the resolution of
the German problem. At the time of the unconditional surrender of
Germany, the Four Powers assumed supreme authority with respect to
Germany and accepted certain obligations regarding Germany which have
not been fulfilled. In Article 13 of the Declaration of Unconditional
Surrender, the Four Powers pledged to "take such steps, including the
complete disarmament and demilitarization of Germany, as they deem
requisite for future peace and security. Since April 1946, the United
States has proposed conclusion of a forty-year treaty to accomplish this
end, but no progress has been madd due to Soviet obstruction.
Similarly, there is an obligation to give the German people the
opportunity to reconstruct their life on a democratic and peaceful basis.
This cannot be accomplished unless Germany is treated as an economic unit
and unless a Central German government is permitted to be established. It
is our responsibility to facilitate economic rehabilitation and the ro-
sumption of normal economic relations between Germany and the rest of the
world. The United States forces of occupation should not withdraw from
Germany, until prerequisites have been firmly established for the develop-
ment of a Germany which is healthy both in a political and an economic
sense.
