2. Transfer of German Population. The removal of Germans
from Poland, Czechoslovakia, and Hungary under the terms of the
Potsdam Agreement (Section XIII), and from Austria in accordance
with the ACC agreement of November 20, 1945, has not yet been

completed; there are still some 500,000 German nationals in
these countries. The British (as of January 3, 1947) and the US
(as of December 1, 1946) zonal commanders declared themeelves un-
able to accomodate additional expellees from Poland (into the
British Zone) and from Czechoslovakia and Hungary (into the US
Zone). It was stated that the critical economic and housing con-
ditions aid not permit the tranefer of expellees "in an orderly
and humane manner as stipulated at Potsdem.
Regarding the transfer of Gormans out of Austria, the ACC
agreement provides for the French Zone to accommodate up to 150,000
of these expellees, but the transfer is being hampered by a dis-
agreement between the French, Americans, and British, on the one
harid, and the Soviet delegates on the other, as to whether the
French Zone should be obliged to accept the 150,000 refugees of
Gemman origin from Rumania, Bulgaria, and Yugoslavia now temporarily
resident in Austria. Provision has also to be made for 180,000
German refugees from Poland, Czechoslovakie and Hungary, who found
temporary sheltor in Austria.
Apart from the Gormans in the four enumerated countries,
thore are more than 100,000 Germana in Denmark. Finally, emong
the PW's still in the custody of the Allies, an estimated 200,000
men vhose former homes were in territories outside occupied Germany
will have to be allocated in some way among the four occupation
zones.
In Moscow the Fronch proposed organizing the emigration of
Germans already in the country and the stopping of further transfers
of Germans. The proposals of the French delegation did not find
