Displaced Persons GOVERNUE a. General recommendationa. The US should renew its pro- posal that the whole problem of DP°s be referred to the IRO. 1 It may be expected that the Soviet delegation will oppose this proposal. Should the CFM discues the DP problem in detail, the folloving detailed recommendations are made. b. Detailed recommendations. With regard to the points on which the Moscow_conferee.s were unable to reach agreement (CPN/47/M/148, I.3): (1) The proposal (sub'a) for resettlement of DP's outside Germany should be reformulated to stress the voluntary charactor of all movements by inserting the word "voluntarily" after the word "repatriato"; (2) The US should oppose handing over the administration of the DP campa to representatives of those states whose citizens are in the respective camps (Soviet proposal sub b); such a change at this date would be impractical beçause of the mixed composition of the inhabitants of most campa; (3) The US should oppose the establiehment of a special committes for investigating DP camps in the western zones (Soviet proposal sub c), since no new findings can be expected; (4) The US should reject any proposal (Soviet proposal sub g) that expenses for the maintenance of DP's should no longer be charged to German account or to the account of the occupation forces.
