(3) The Fronch proposal for organization of German
emigration (sub e) should be supported by the US under the conditions
that (1) the efforts to organize the resettlement of displaced
persons retain priority, and (ii) the emigration of Germans does not
reduce the facilities available for emigration of displaced persons.
3. Prisoners of War
The US favors the return of German prisoners of wer to
be organized in accordance with the CMGUS proposal (contained
in Population, Population Transfers, D. 4 and approved by the
Department of State).
