Molotov accepted Bevin's Beange but added that it was insufficient He asked the addition of the statement that the crestion of an all-German - government admitted nio delay. Bidault re- plied Cast the creation of a German government, the form and scops of which the CFM had not yet decided, must not precede the calling of the peace conference. Marshall reserved his position on Bevin's proposal after pointing out that the Potadam Agreement provided that the CFM would be utilized for the preparation of a peace settle- ment for Germang to be secepted by the government of Germany when a government advquate for the purpose is esteblished. Markhall hald he hoped a German government would be in existence bafore the paace conference but that the two questions should not be contingent upon esch other Further discussion did not resolve the difference over which should come first, the cencral German government or the peace treaty. 3evin proposed and the Council agreed to pass on to the next subject. The Ministers decided to adjourn-until Monday when they WILL continue discussion of procedurs for the propara- tion of the pease treaty. Repeated to Moseow, Paris, Berlin, Vienna, Rome.
