We have made\nno such commitment of any kind. We have supported resolution\nestab ministerial comite consisting of Bel, Can, Ital, Dutch\nand Nor reps to make recommendations on (a) pol coordination\nand frequent consultation on foreign policy (b) closer econ,\nfin and SOC cooperation within NAT organization or thru other\nagencies, og (c) collaboration in fields cultural and public info.\nRe offshore procurement, we only expressed interest in helping\nuse idle equipment facilities which would also provide Eur with\nsome needed foreign exchange and would also develop alternate\nsources mil production which could be most useful under war time\nconditions shipping shortages. No figure mentioned as to amount\nsuch US procurement.\nRe hastening acceptance firm mil plan, council has taken\na\nmajor step this general subject, now generally referred to as\n\"operation wisemen\" 11 Resolution adopted today provides for\n11883\ntemporary comite of twelve reps of Cabinet rank and on which\nI hope Averill Harriman will serve as US rep and we expect,\nwould be elected chairman. There will be a small exec comite\nDOB\nconsisting of chairman and vice chairman. Resolution directs\nall NATO agencies (this includes SHAPE) to place their services\nfull disposal comite.
