voted against us on "Arab" questions. But there has not
(rpt not) as yet been any tendency to vote with the
Soviets.
The impossibility of getting favorable action on Ital
membership without doing violence to the Charter may cause
trouble with the Itals and with some other overly enthusi
astic govts. The Korean and Palestine cases will require
the most careful attention, especially the latter because
of the inflamed state of Arab opinion.
On questions outside the political, the most troublesome
will be to obtain acceptable action on the financing of
economic development particularly the efforts of certain
undeveloped countries to bring about establishment of an
internati development authority in the UN. There will
continue to be pressure for internatl financing beyond
anything we can accept. We are doing our level best to
keep that a minority pressure. There are troublesome
but not (rpt not) critical, problems on human rights,
freedom of info, refugees, Southwest Africa, the scale
of contributions and other financial questions, such as
Korea and Palestine
In short, you can be pleased with the progress made here.
We have the initiative. The Soviets appear confused by it
It is clear that the free world has been strengthened by
it . The difficult task of proving our peaceful intent
while strengthening the machinery of collective security
has been successfully launched. The delegation will
continue to make substantial contributions to that objective
This has been my first opportunity to work for any length
of time with a Gen Assembly delegation. I am impressed
with the esprit de corps and teamwork of this delegation.
It is due both to the high quality of the delegates and
of the staff work and organization. The deleg has worked
in a cooperative atmosphere of full and nonpartisan discus
sion. The Congressional members have stressed strongly
in and out of the delegs the importance they attach to
obtaining additional contributions by other countries of
troops in Korea and to insisting on a 33 1/3 percent
ceiling on our contribution to the UN.

I am impressed by the opportunity which the Gen Assembly
gives for furthering our foreign policy if we seize it
boldly as you have done.
I hope you have had some rest and not (rpt not) all work
on your January messages. It sounds bad that you are
coming back
