RPTD INFO BONN 23 (EYES ONLY FOR MCCLOY)\nFOR THE PRESIDENT FROM THE SECRETARY.\nIn my message to you of 23 November I reported that Eden,\nSchuman and I had failed reach agreement in Paris on ques -\ntion of type and extent of continued restriction on produc-\ntion of military items in Germany o The three of us have met\nhere in Rome twice on this subject but likewise were unable\nto agree\nBackground of the problem is as follows:\nSince the war the production of military equipment and imple -\nments of war have been prohibited in Germany by tripartite\ndecree. At Brussels last year when we agreed that Germany wld\nhave the opportunity to participate in defense, we also agreed\nupon a list of implements of war which would continue be pro-\nhibited in Germany There remained question for some time as\nto whether these items were to be the only restrictions on\nGerman industry In Washington conferences of last September\nwe reached agreements with some difficulty with French, that\nBrussels list would be the only restrictions to be retained,\nand that these would be retained not (rpt not) by decree but\nby contractual agreement with Germans This list was as follows:\n(a) Atomic weapons\n(b)\nBiological weapons\nF.R.
