THE WHITE HOUSE WASHINGTON January 12, 1951 MEMORANDUM FOR THE PRESIDENT: The attached envelope contains the President's handwritten notes, which were made at the time of the Potsdam meeting in 1945. I know that Mr. Ross borrowed these notes a long time ago and that it was his intention to return them to the President. The envelope also contains a handwritten statement by the President (not used) regarding the fight on Mr. David Lilienthal. I feel sure that it was Mr. Ross's intention to return this.
