MEMORANDUM FOR THE PRESIDENT:
In attempting to locate any additional records there
might be pertaining to your decision to use the atomic bomb,
I talked with Mrs. Charles Ross today about such papers as
Charlie might have left. I hesitated earlier about going
into these much with her because she has had rather a hard
time getting over the effects of his death.
She tells me that there is an envelope of what was
evidently secret material about the atom bomb which Charlie
had put together and left in his safe deposit box at the bank
where it is still being held. She said Charlie' instructions
were that this was to be given only to the President and I
suggested to her that when she had opportunity she deliver it
to you. I think she will do so sooner or later.
She also told me that she found a record of some notes
which you made at Potsdam and which Charlie had in his pos-
session for a time and that these original notes by you were
returned to you after Charlie's death. These I think mi ght
be a valuable addition to what I have put together if you
have them.
