Sec. 3(E) and 5(D) ox (E) Dept. of State letter, Aug. 10, 1972 NARS Date 4.1475 DEPARTMENT OF STATE WASHINGTON April 20, 1945 MEMORANDUM FOR THE PRESIDENT Subject: Anglo-American Petroleum Agreement I refer to President Roosevelt's memorandum of March 27, 1945, indicating that he would like to meet with Secretary Ickes and me immediately upon his re- turn from Warm Springs in order to discuss what steps should be taken next to facilitate the definitive nego- tiation of an Anglo-American Petroleum Agreement. I refer also to Secretary Ickes' letter to President Roosevelt, dated March 26, 1945. Since receiving this note from President Roosevelt, Secretary Ickes and I have been in telephone consulta- tion on this matter. In the very near future there will be a meeting of the Committee which President Roosevelt appointed to conduct petroleum negotiations with the Government of the United Kingdom, of which Committee I am Chairman and Secretary Ickes is Vice-Chairman. At this forth- coming meeting I hope that we shall be able to agree upon a revised draft as a basis for renegotiation with the British. I shall inform you promptly of the outcome of this meeting.
