    "ocrText": "- 2 -\nfeoling in this country that the Jowish people who had mado\nso many notable contributions to the world ware entitled to a\nnational homo of their om, and it seemed appropriate that this\nnational home should be cotablished in a land which for thousands\nof years had been ragarded by Jowa as their spiritual home.\nIn supporting the establishment of the Jewish National\nHomo in Palestine the United States had no thought of embarking\nupon a policy vhich would be prejudicial to the interests of the\nindigenous population of Palestine, and it has no such thought at\nthe present time. The Oovornment and the people of this country\ndesire that the fundamental rights of both the Arab and Jewish\npopulation of Palestine shall be fully safeguarded and that in\nPalestine Arabs and Jows alike shall prosper and shall lead lives\nfree of any kind of political or economic appression. Me would\nbe firmly opposed to any solution of the Palestine problem which\nwould permit a majority of the population to discriminate against\na minority on religious, racial or other grounds. It is our bow\nlief that this problem should be solved in such a manner that the\nvarious roligious and ethnie groups will have similar opportunities\nand freedona regardless of which group might be in the nmerical\nmajority at any given time. I zm corvineed, furthermore, that the\nresponsible Jewish groups and loadors interested in devoloping the\nJewish National Home in Palestine have no intention of expolling\nnow or at a later date the indiganous inhabitants of that countay\nor of using Palestine as a base for aggression against neighboring\nArab States, No people has suffered more than the Jows during\nrecent years from aggression and intolerance. No people stands\nmore in need of world sympathy and support at the present time.\nIt is therefore inconceivable that responsible Jewish groups or\nleaders could be contemplating acts of intolerance and aggression\nagainst Arabs in Palestine or elsembere which would be sure to\narouse public opinion and to provolce indignation throughout the\nworld. I also am convinced that the terrorist acts of certain\nirresponsible Jewich groups in Palestine are by no meano indica-\ntivo of the tempar of Jows in general throughout the world or\nsymbolic of Jewish aspirations respecting Palestine. These acts\nin fact are deplored by the groat body of Jews who fully realize\nthat resort to terroriam merely renders the problen of Palestine\nnore difficult of solution.\nI take this occasion again to point out that I do not\nconsider the various statements which were made by no, including\nthose urging that at least 100,000 Jewish refugees from Europe\nbe admitted into Palestina, are in any wy inconsistent with\nprevious assurances or statements made by the Goverment of the\nUnited States, This Government has repeatedly stated that in\nits view there should be no change in the basie situation in"
