Finally it is necessary for the Ambassador to devote his attention
to the relations of the Argentine Republic with Paraguay because of the
position of the latter as a satellite country of the former; and likewise the
process of Argentine infiltration should be examined inasmuch as it is a
consequence of Argentine aid given Paraguay in the solution of the Chaco dispute,
which likewise has resulted in the influx of considerable capital and influence
in internal Paraguayan politics.

Until receiving specific instructions to the contrary from the Quito
Foreign Office, the Ambassador will avoid referring to the Greater Columbia
Group or block in the course of his contacts and exchanges of impressions
and ideas with the Argentine Government or with representatives of that
Government, or when he makes statements to the press or in the course of
public speeches.

As to the possible formation of a block composed of the Plata countries
there were already indications of such an organization when in the month of
May, 1940, the Governments of Bolivia and Paraguay, issued invitations for
participation in a regional conference of the Plata countries for the purpose
of fulfilling the clauses of economic and commercial transit nature contained
in the Protocol of June 12, 1935, of Buenos Aires. They were also to seek
agreements which would solve common problems of financial, legal and economic
nature in harmony with the conclusions adopted at the Consultative Meeting
of the Foreign Ministers of the American Republics which took place in
Panama in September and October, 1939.

During the negotiations of the Montevideo Conference from January 27
to February 6, 1941, important agreements, resolutions, decisions and declarations
were approved which could well be considered the first step toward the formation
of a regional block of the Plata countries.

Although in recent times Argentina has been to a certain extent
isolated from the remainder of the continent as the result of the nature of its
international policy, its recent reincorporation to the body of American nations
will allow it to lend its valuable assistance in the guidance of the inter-
American system within the post-war world organization. Therefore it is not
unreasonable to foresee the renaissance of old desires to form a regional block
of the Plata countries.
37.
The vigorous and determined action of the Ecuadoran Foreign Office
in the satisfactory solution of the so-called "Argentine case" in conformity
with the highest concepts of peace, justice, and inter-American law, which
ended with the invitation which was extended to the Argentine Republic to
join the United Nations Conference for International Organization, which
action was highly esteemed by the Argentine Government, will produce an
atmosphere suitable for the fulfillment of the delicate mission of DR. ILLESCAS.
