the matter.

The Ambassador must attempt with particular care to take full
advantage of these favorable circumstances by means of a well considered policy
of mutual understanding and with the patriotic purpose of obtaining, in the
exercise of his diplomatic functions, benefits of a practical nature aside from
the strengthening of relations existing between the two countries.
39.
The unprecedented opportunity in the history of our relations with
the Argentine Republic which is presented to Ecuador to establish upon a. firm
basis a policy of fullest cooperation with that country in all types of
activities, constitutes the starting point for the development of DR. ILLESCAS'
mission and at the same time gives an indication of the of his responsibility
in the fulfillment of his functions as viewed from the high plane of inter-
national interests.

It is, therefore, indispensable for the Ambassador and his assistants
to seek from the very first the closest bonds with the various sectors of
opinion, official as well as political, military, commercial and financial,
intellectual and social groups, as much to interpret the tendencies of the
Argentine Government and people with respect to the problems of domestic
government, and those which have to do with Argentine international relations
in the post-war period, as to carry out at the same time an adequate, consistent,
and efficacious line of propaganda in favor of Ecuador in order to broaden
knowledge of this country in the consolidation of its prestige abroad.
41.
As to the variations of its international politics Argentina presents
an interesting picture, since as a result of the revolutionary movement of June 1,
1943, a de facto military government came to power which has followed its
initial course notwithstanding the change of the chief of state.
42.
The concept of isolation within America which President CASTILLO
imposed upon Argentine foreign policy and which isolation succeeding regimes
have maintained essentially unchanged, constitutes in itself a specific source
for the investigation of the basis of a conduct which has been widely discussed
on the continent and elsewhere.
43.
The investigation and cognizance of the fundamental motives of
Argentine internal and international policy, besides contributing to the
further orientation of the Ambassador's diplomatic activities will also provide
necessary material for the continuance of the Embassy's informative work in
Buenos Aires upon those aspects which, because of their extreme importance,
intensely interest the Foreign Office.
