Dear General Vaughan:
As of possible interest to the President and you, I have received
information from a reliable, confidential source concerning the recent de-
velopment in Argentina of two organizations which apparently are dedicated
to the eventual overthrow of the regime of the present Argentine Dictator,
Juan Peron.
The first group is composed of a number of naval officers stationed
at the Naval Base in Rio Santiago. My information is that this group con-
sists of about 1,000 officers, that they have machine guns and hand grenades,
and are in the process of securing additional small arms. It is reported that
this group of naval officers has negotiated, at least to some extent, with
members of the Conservative Party in the Province of Buenos Aires.
The other group concerning which I have received information is
made up of citizens of the Town of La Plata, a large town in the Province of
Buenos Aires near the Argentine capital. This group of citizens calls itself
the "Junta de Accion Social' (Junta of Social Action). The over-all size of
this organization is not known. However, the members of it have been divided
into groups of approximately fifteen citizens per group, and they are being
armed with pistols. Reliable information was received that an individual
named Osvaldo Tortonesi, organizer of a group of fifteen citizens, requested
a technician to give instructions to his group in the use of pistols and sub-
machine guns.
The Junta de Accion Social is designed to break up meetings in
favor of Dictator Peron, meetings which are anti-Democratic in nature.
I have not received any information to date indicating that there
is any connection between these two groups.
