Buenos Aires, Argentina, June 15, 1946
My dear Mr. President:
As Mr. Byrnes is in Paris, I am sending you
herewith a copy of a letter which I have addressed
to him in the Department and I am also sending a
copy to him addressed to Paris. I doubt whether
you will have the time to read this letter, in
spite of its importance, but I am sure you will
wish to have someone give you the substance there-
of . I would, of course, be very happy if you would
read it yourself but I know your great occupations.
I am optimistic with regard to developments
since I am here and I think if we handle this mat-
ter with caution and understanding we have very real
hope not only of composing the situation with the
Argentine but of getting Argentine collaboration in
the American picture in a degree in which we have
not had it at any time. You may be sure that I am
working day and night on this matter with all the
discretion and all the understanding that I have,
and I may say that I have had, so far, a very re-
ceptive attitude.
