In the field of enemy aliens adequate action by the Argentine Government has been dis- cussed by this Embassy with the President and the Foreign Minister and, if the program now contem- plated by the Argentine Government is carried through, it will have in the field of enemy aliens complied as fully with its obligations in tnis respect as most of the other American republics and, in a number of cases, more effectively 5. In the field of eneay schools and insti tutions, I have reported to the Department that the British Embassy and this Embassy are of the opinion that in this field the Argentine Govern- ment has taken the appropriate measures to carry through its inter-American obligations. In this respect it may be observed that the Argentine Gov- ernment has already earried through its action more effectively than many of the other American republics. If, therefore, the Argentine Government carries through the action in the first four of the above- mentioned fields, it will have complied with its inter- American obligations and have shown its good faith, and all obstacles in the way of the complete normalization of our relations with the Argentine will have been elimi- nated and the way will be open for the Río de Janeiro meeting with the participation of all of the American republics and for the consideration of the defense pact, which I consider so important and which I believe our government considers so important for the security of this hemisphere and in the Organization of the United Nations for security and peace. In addition to the foregoing, it is obvious that there has been an improvement in the situation so far as the Argentine's attitude towards us and towards the other American republics is concerned. I make brief mention only of a few of these factors: 1. The Argentine Government in a secret Cabinet meeting took the decision that the Argen- tine hereafter must follow an American line and base her foreign policy primarily on close col- laboration with the United States and the other American republics; that she must maintain her traditional ties with other countries but that her future lies in this hemisphere, and that this must be the fountain of Argentine foreign policy. 2. In the two addresses which the President of the Argentine has made to the constitutionally elected Argentine Congress since the beginning of June, he has definitely stated that the Argen- tine must collaborate in the inter-American system and collaborate in plans for defense of this hemis- phere; TRUMAN 'NATIONAL ARCHIVES AND 3.In RECORDS s SERVICE
