October 9, 1946.
Dear Mr. President:
I do not wish to burden you with reading and you
will not have time to read the appended despatch, but be-
cause of its importance I would appreciate very much
your having someone give you the substance thereof.
There is no doubt about the importance of this defense
pact and it is becoming increasingly more important,
and we cannot think of a defense pact without the Ar-
gentine. I have reason to believe that within a few
months we will be in a position to have the Argentine
sit down with us and the other American Republics for
a defense pact meeting and we cannot miss this oppor-
tunity as some apparently wish us to do.
I shall shortly be taking the liberty of writing
you with regard to the developments in the matter of
Argentine compliance and our relations with the Ar-
gentine, but I can assure you at this time that the
situation here has entirely changed and there is a
completely new spirit so far as Argentine foreign policy
is concerned with respect to us.
