Dear Mr. President: I take the liberty of referring to my letter of October 12 with which I sent you a copy of a secret letter dated that day which I addressed to Secretary Byrnes for his personal attention. I am sending you herewith a copy of a further let- ter which I have written to the Secretary on this same matter. I am sorry to say that the indications are that Braden is not interested primarily in a constructive solution of this Argentine problem, and it has been ne- cessary for me to present the matter to you and to the Secretary in this frank way, and I need not tell you that I would much prefer not to be in the position of being obliged to do so. I am endeavoring to settle this Argentine situation on the basis of principle and in! our interests and we are on the way towards doing it.
