This letter has to do with Argentine compliance, and is very important and you will, I am sure, wish to read it be- cause of your interest in this important matter. I am also sending you a copy of another letter to Secretary Byrnes dated October 30 and to which I attach a copy of a top secret despatch No. 1102. I would appreciate very much your reading the letters to Secretary Byrnes. The despatch which is attached is too long for you to read, but I think you will wish to have someone give you orally the substance thereof.
