Subject: Attached letter from Ambassador Bruce
To:
Mr. Clark M. Clifford
: ARCHIVES SERVICE** RECORD 'MATIONAL AMD
From: Mr. Lovett
In accordance with your request, I am attaching a draft
letter which may form the basis of the President's reply to
Ambassador Bruce.
I am informed that the President has discussed this general
situation with Mr. Hoffman, and therefore I will not comment in
any detail on the allegations contained in the Ambassador's let-
ter. I should say, however, that the attitude and action of cer-
tain ECA officials have caused difficulties for the State Depart-
ment and for Ambassador Bruce, and have at times caused unnecessary
tensions in our relations with Argentina.
I hope that a recently agreed State-ECA offshore procurement
policy will result in eliminating irresponsible talk and assuring
a genuine cooperation in carrying forward amicable relations be-
tween Argentina and the U.S.
My reason for suggesting the last paragraph of the draft let-
ter is to attempt to forestall any public attack by Ambassador
Bruce on ECA in the event there should be some further slip. The
first press statement that Ambassador Bruce had prepared, a copy
of which I understand he sent to the President with a previous
letter, was very strong and would, I believe, have done no one
any good.
