THE WHITE HOUSE\nSubject: Attached letter from Ambassador Bruce\nTo:\nMr. Clark M. Clifford\n: ARCHIVES SERVICE** RECORD 'MATIONAL AMD\nFrom: Mr. Lovett\nIn accordance with your request, I am attaching a draft\nletter which may form the basis of the President's reply to\nAmbassador Bruce.\nI am informed that the President has discussed this general\nsituation with Mr. Hoffman, and therefore I will not comment in\nany detail on the allegations contained in the Ambassador's let-\nter. I should say, however, that the attitude and action of cer-\ntain ECA officials have caused difficulties for the State Depart-\nment and for Ambassador Bruce, and have at times caused unnecessary\ntensions in our relations with Argentina.\nI hope that a recently agreed State-ECA offshore procurement\npolicy will result in eliminating irresponsible talk and assuring\na genuine cooperation in carrying forward amicable relations be-\ntween Argentina and the U.S.\nMy reason for suggesting the last paragraph of the draft let-\nter is to attempt to forestall any public attack by Ambassador\nBruce on ECA in the event there should be some further slip. The\nfirst press statement that Ambassador Bruce had prepared, a copy\nof which I understand he sent to the President with a previous\nletter, was very strong and would, I believe, have done no one\nany good.\nActing Secretary\nEnclosure:\nDraft letter to\nAmbassador Bruce."
