9. Although Mr. Bissell at the Department's urging
agreed on June 21 to request Dr. FitzGerald to prepare
the best present estimates of ranges of commodity
requirements from Argentina in preparation for a dis-
cussion of appropriate timing and locus of negotiations
with Argentina, Dr. FitzGerald is not known to have pre-
pared the estimates, and, if prepared, they were never
transmitted to the Department. Thus the Department and
ECA were never able to discuss the desirability or ne-
gotiations with Argentina on the basis of the same data.
In this connection and in contrast with repeated state-
ments by ECA officials that little if any agricultural
products would be required from Argentina, it is of
some significance to note that between April and Novem-
ber 15, 1948, ECA has financed with dollars purchase
outside the United States of the following products in
the value indicated (in millions of dollars) : bread
grains 170.1, fats and oils 66.9, coarse grains and
feeds including oil cake 24.2, meat 76.2, dairy products
11.5, and hides, skins and leather 11.9, totalling 360.8.
Argentina has an exportable surplus of all of these
products.
10. ECA stated in a telegram of June 17 to the
Embassy at Copenhagen that "present ECA policy not
repeat not to approve procurement authorizations for
materials from Argentina".
11. A strictly confidential source states that
Dr. FitzGerald of ECA stated to the source in June
that "maybe the present was a good time to beat the
Argentine to its knees".
