The ECA mission at Rome had recommended that Italian requests for allocations be met to the extent possible with the understanding that the Italiens would not carry out such imports. 24. An officer of ECA advised an officer of the Danish Embassy in late August or early September that ECA would finance a Danish deficit with Argentina only if the Danes could secure essentially U.S. prices on all imports from Argentina, whether sold for dollars or for soft currencies or in exchange for Danish goods priced above comparable U.S. goods. 25. A memorandum prepared in ECA on October 7, 1948 suggested that Norway, instead of accepting a deficit in her trade with Argentina, should import Argentine goods only in a quantity sufficient to balance Norwegian exports, even though Norway as a consequence would be obliged to import feeding stuffs and grain (chiefly corn) from other sources. 26, Although the ECA Mission at Paris repeatedly emphasized between June 10 and September 15 an urgent and serious need that France obtain coarse grains for delivery in October and if possible in September, ECA advised the Inter-Departmental Grain Committee that coarse grains would not be available from Argentina in September or October and recommended that the FAO make a large allocation of coarse grains to France for delivery from the U.S. in the fourth quarter. In August ECA had advised Paris that if necessary addi- tional coarse grains other than corn might be provided by
