An ECA telegram to Paris dated August 4 criticized Argentine soft currency prices to France as being completely out of line in comparison with U.S. prices and stated that ECA was prepared to discuss with the French other sources of coarse grains. Undoubtedly the purchases in these other sources were to be financed with dollars. Argentina was never given an opportunity to bid on dollar sales of this nature. 27. ECA in August proposed to Paris that ECA, as in the case of Italy, make tentative allocations to France which France could use in refusing Argentine offers at prices in excess of U.S. prices and irrespec- tive of the currencies in which the prices would be bid. ECA stated that "until Argentina prepared to sell at prices no higher than U.S., quality and delivery dates considered, our hands tied. While certain Argentine officials have been reported as saying that they were prepared to meet U.S. prices, we know of no (repeat no) such offer. If and when such offers are made, we desi- rous of (a) having a payment made in so far as possible by exports from receiving country or by credits in meantime, will explore possibility of authorizing procurement to France of at least some protion of de- sired third quarter request for coarse grains from other sources including U.S." 28.
