MEMORANDUM FOR THE PRESIDENT
Subject: Message from Prime Minister Attlee
Attached is a message from Prime Minister Attlee to you which
Ambassador Franks handed me on Wednesday. The message is an appeal
that we support the British in an approach to the Shah of Iran
urging on him the necessity for taking action to prevent the
Iranian Government from proceeding with their plan to force the
remaining British staff at the Abadan refinery to leave Iran within
one week.
Also attached for your approval is a proposed telegraphic
reply to Prime Minister Attlee, as well as telegraphic instruction
to Ambassador Henderson in Tehran to urgently approach the Shah
and Prime Minister of Iran on the subject.
