MEMORANDUM FOR THE PRESIDENT
In my memorandum of July 8, 1946 concerning the
question of German assets in Austria It was recom-
mended that you consider the desirability of addressing
a letter to Mr. Stalin stating that you would not
recognize the transfer of German assets in Austria to
the Soviet Government where such transfer was effected
in violation of the Mos cow Declaration of 1943 and the
United Nations Declaration on Forced Transfers of
January, 1943.
I enclose a copy of a telegram which has just been
received from the Secretary of State. In view of the
recommendations contained in this telegram, the Depart-
ment of State is not transmitting for your consideration
a draft letter as suggested in my memorandum of July 8
unless you desire otherwise.
