    "ocrText": "TOP SECRET\nwithdrawal of the occupation forces, that the Austrian armed forces are\nreasonably adequate to maintain internal security.\n4. However, the method of accomplishing this has not been\nworked out and, as indicated in my memorandum of 20 October, the method\nnow proposed by State is considered by us inadequate. Since State is\nprossing this for a decision prior to the time that the NSC Staff Study\nhas been completed and, further, since the question as to whether the\nmethod is adequate to accomplish the agreed objective is a military one,\nI recommend that you take the position that the question as to the\nadequacy of the proposed course of action should either be one approved\nby the Department of Defense or decided by the President after the views\nof the Department of Defense have been fully heard and, further, that the\nquestion requires further consultation with the Joint Chiefs.\nS. homeland\nTRACY S.
