TOP SECRET withdrawal of the occupation forces, that the Austrian armed forces are reasonably adequate to maintain internal security. 4. However, the method of accomplishing this has not been worked out and, as indicated in my memorandum of 20 October, the method now proposed by State is considered by us inadequate. Since State is prossing this for a decision prior to the time that the NSC Staff Study has been completed and, further, since the question as to whether the method is adequate to accomplish the agreed objective is a military one, I recommend that you take the position that the question as to the adequacy of the proposed course of action should either be one approved by the Department of Defense or decided by the President after the views of the Department of Defense have been fully heard and, further, that the question requires further consultation with the Joint Chiefs.
