MEMORANDUM FOR THE SECRETARY OF DEFENSE:
Subject:
Revised Concept of the Antarctic Development Project
1949-1950 (HIGHJUMP II).
Enclosure:
(A) Antarctic Claims.
1.
The plans for the Antarctic Development Project, 1949-
1950 (HIGHJUMP II), have been restudied with a view of eliminating the
carrier and 2 destroyers, and at the same time, to derive from this
expedition the maximum possible benefits to the Navy, to the other
Armed Services and to the Nation.

Plans were made for this expedition as a further ex-
tension of HIGHJUMP I (1946-1947) for purposes of training personnel,
testing material and development of new techniques under polar condi-
tions; of acquiring additional scientific information particularly
with respect to hydrographic, geographic, geological, meteorological
and electromagnetic propagation conditions in the area; and of
furthering United States claims to territory in the Antarctic. (See
Enclosure A).

With respect to the last named objective, however, it
should be pointed out that the State Department, for reasons of
international negotiations for settlement of Antarctic claims, does
not desire to emphasize HIGHJUMP operations as being for additional
substantiation of United States claims in that area. Nevertheless it
is obvious that the additional explorations will provide for further-
ance of United States claims in the Antarctic region.
4.
Many months have already been consumed in the prepara-
tion of this operation. The present staff of 26 officers and 21 men
has completed many of the detailed plans and the procurement of
equipment is already underway. Elimination of the carrier group will
require only minor revisions of the basic plan and effect a monetary
saving of approximately $600,000.00 and a personnel saving of 20
officers and 409 men over and above the normal operating requirements.
