to the Soviet Military Commander clarifying and confirming'
the understanding on the basic points of the directive,
or give an ovasive answer amounting to rejection, you should
thon inform thom that you are obliged to report thoir views
to your Government and you should thersupon terminate the
interview.
4. Should Stalin and Molotov request time to consider
the aido-memoire, you should agree and express tho hope
that a roply con be received as soon as ossible. We consider
a writton reply is preforable because in the event of Soviet
acceptance, such a cceptance in writing would avoid any mis-
interpretation in Berlin. Hovevor, we would not insist if
British and Pronch do not
