WASHINGTON
September 26, 1948.
MEMORANDUM FOR THE PRESIDENT
The attached document is the so-called
"whi te paper" prepared by the Department of State
on the negotiations between the three western
powers and the Soviet government. This is being
given out by the Department to the press at mid-
night, together with the U.S. reply to the Soviet
note, delivered yesterday. The text of that note
is the last item in the white paper - pages 75-77.
Acting Secretary Lovett informs me
the French and British replies to the Soviet govern-
ment are being delivered in the morning, because of
time differences.
He did not know whether any similar
white paper was being issued by the other governments.
