NARS Date 6-23-75 CONF IDENTIAL American Embassy Rio de Janeiro, Brazil December 20, 1946 My dear Mr. President: For the past year and a half I have been observing with great concern the rapid growth of communism in this hemisphere and it has progressed by alarming degrees. There is no organization nor political party in South America preaching United States democratic theories although it is irrefutable that no policy has brought to the masses as many social benefits, as much education and a greater measure of peace than has our system of government. The communists in South America are selling ignorant and uneducated people a bill of goods, using "Yankee Imperialism" as the theme song. It is very difficult to find an antidote for blank checks being used by the dispensers of this ideology and the communists will never be called upon to cash them. They promise the moon, they secure the vote, they elect their candidates, and once in power they create a dictatorship which main- tains its power by the force of arms, massacre and treach- ery. The poor misguided and unfortunate citizen finds himself enslaved. Our Export-Import Bank loans of $50,000,000 for a steel plant, $19,000,000 for an iron ore project, or an $80,000,000 subsidy on coffee (using only three of the many as examples) does not reach the masses of people in this country. I do not say that Export-Import Bank loans for worthwhile industrial undertakings are not sound, but it is not the answer to our approach to developing further the Good Neighbor Policy which has to such a great extent promoted good will in the hemisphere.
