We must not fail in the leadership which we demonstrated in World War II and more recently in our contribution to world peace. I mention Brazil because it is to this country I am accredited. The same outstanding and excellent work was being done in Peru and I understand that the calibre of men doing this work in the other countries of the hemis- phere is comparable. The communist infiltration, with its principal motive to discredit the United States, and its effort to kill hemispheric solidarity, hemispheric defense and any other benefits which would accrue to the twenty-one nations of the American Republics, is increasing daily. I feel that we, the United States, cannot fail to look for every con- ceivable plan which will keep before the people of this hemisphere the sincerity of United States cooperation and collaboration such as that embodied in the projects of the Institute of Inter-American Affairs. I am furnishing a copy of this letter to the Secretary of State. With warm regards and assurances of my high esteem, I am Respectfully yours, the William D. Pawley.
