MESSAGE READ BY GENERAL EURICO GASPAR DUTRA,
PRESIDENT OF THE REPUBLIC
TO
THE NATIONAL CONGRESS ON THE OCCASION OF THE
OPENING OF THE LEGISLATIVE SESSION OF 1947
Members of the National Congress:
As required by constitutional provision, I have the
honor to submit this message outlining the present conditions
of the Country and requesting such measures as appear necessary.
I wish, in the first place, to congratulate you on the
reopening of your sessions after the free choice of those
representatives of the people who will complete the membership
of the Chamber of Deputies and of the Senate, making definitive
the composition of Legislative Power.
I wish, also, to rejoice with the Nation over the effort
made and the work accomplished in the march toward full consti-
tutional power: the institutional bodies of the Union are now
functioning and the corresponding State bodies have been elected
or vested with their full powers.
The Brazilian people are confidently following the
work of implementation which will give to each one of the
federal entities its own Constitution wi thin the norms of that
of the Union and will reestablish municipal organization, with
autonomous power and greater financial assistance, making possi-
ble the existence and development of local government.
The journey is half over, but it is certain that within
a short time the entire constitutional system, which is the
translation by the Constituent Assembly of 1946 of the desires
of the Brazilian people, will be functioning.
I feel, therefore, relieved of the exceptional and
temporary duties which political circumstances thrust upon the
shoulders of the President of the Republic, elected December 2,
1945, giving him as it did tasks and powers, some of which now
belong to the State Governors, such as had never before in
Brazilian political history, during a constitutional regime,
been the responsibility of a chosen representative of the people
performing executive functions.
When I undertook before my fellow citizens the promise of
striving for the return of constitutional government to Brazil,
over which I came to preside, I did not underestimate the
opposition, impediments, and obstacles, but I believed in the
virtues of our people, in the wisdom of the path chosen and in
the strength of the tradition of the legality which we sought
to recover.
