Embassy informally advised August 25 that
negotiation troaty (Department's telegram 963,
August 25 cannot be undertsken by Brazil in time
for signalure during President'e visits Foreign
Office noil has constituted commission representing
interested agencies Brazilian Government to study
draft treity proliminary to initiating discussion
probably only after elapse several months. It
has been indicated to Embassy that Brazil views
druft toe detailed and certain provisions in direct
ochflict with Brazilien legislation.
No specific reaction thus far to investment pro-
posals but it is known that Brazil definitely de-
stites provision this kind. Since matter now less
ulgent suggest Department may wish to review draft
treaty wit objective introducing any necessary
cianges and corrolated proposals with comnercial
treaty articles and provisions ITO charter.
