Memorandum for: Secretary of the Treasury

The President
Ambassador Pawley came in to see me just
before he left for Brazil and informed me
that the request of Brazil for an extension
of their stabilization loan, which is secured
by gold, had not been complied with - that
Brazil had made at least half a dozen requests
of us for certain accommodations and that
they had not been able to get any of them
consummated.
I wonder if this loan could not be extended
since there are no fund expenditures involved,
