    "ocrText": "- 5 -\nnan\nDEPARTMENT OF STATE\nDivision of Biographic Information\nLIRA, Jose Pereira (Professor)\nBRAZIL\nAs Chief of the President's civil household, Pereira Lira is the\nsenior Presidential Secretary. He was born in the State of Paraiba on\nAugust 23, 1898, obtained the degree of Bachelor of Laws from the\nRecife Law School at the age of twenty one, and immediately moved to Rio\nde Janeiro, where he took up the practice of law. In 1934 he was elected\nto the National Constituent Assembly and to the subsequent legislature as\nmember of the Chamber of Deputies for his home State of Paraiba. Pereira\nLira gave up politics on the advent of the dictatorship in 1937, and re-\nappeared in public life only after the fall of the Vargas régime. He\nthen became active in the organization of the Partido Social Democratico\n(PSD) and in backing the presidential candidacy of Eurico Gaspar Dutra.\nDuring his absence from the political arena between 1937 and 1945,\nPereira Lira built up quite a substantial law practice, counting among his\nclients certain foreign public utility interests. He also taught law at\nthe University of Rio, where he is now Director of the Law School. After\nDutra was inaugurated in February, 1946, Pereira Lira was appointed Chief\nof the Federal Police. In this capacity he is credited with having been\nrough on Communists and labor agitators. 3 He has frequently appeared at\npublic gatherings to denounce Communism and Pan Slavic expansion, and has\nbeen the subject of bitter attacks by the Communists, who consider him a\nmortal enemy. 4/ 5/ In December 1946 Dutra brought him to the Presidential\nPalace as his personal assistant.
