- 11 - COND DEPARTMENT OF STATE Division of Biographic Information SILVA, Edmundo Pena Barbosa da BRAZIL Barbosa da Silva is the aviation speciolist in the Ministry of Foreign Affairs. He joined the diplomatic service in 1939 and was assigned to the mission in London, where he remained until 1941, He was then transferred to the Foreign Office in Rio with the rank of Consul, which he still holds. In October 1944 he was technical advisor on the delegation to the Inter- national Civil Aviation Conference in Chicago. 1 A few months later he was appointed to the staff of then President Vargas and assigned to handle aviation matters for the presidency. It was then reported that although neither his training nor background pertnined particularly to aviation, he was generally regarded as a brilliant young man. 2/ In hugust, 1947, he was on loan to the Ministry of Aeronautics during the South Atlantic Regional Air Navigation Conference. He was subsequently returned to the Foreign Office and assigned to his present position in the Economic Division, in addition to which he is the Foreign Office's representative on the Com- mission for Studies relative to International Air Navigation. He rep- resented Brazil at the second session of the General assembly of the Inter- national Civil Aviation Organization in Geneva, June 1949. 1/, 2/ All observers agree that Barbosa da Silva is extremely friendly to the US. 2/, 31, 4/ During the negotiation of the air transport agreement be- tween Brazil and Argentina in 1948, Brazil was about to accept restrictive interpretations on the part of Argentina which caused considerable concern to the US. The Embassy made representations to Barbosa da Silva, who, singlehanded,succeeded in prolonging the discussions until some modification was obtained. He has played a very important role in the conclusion of all Brazilian bi-lateral air agreements, and is said to be well informed in and to have a sound understanding of international aviation matters. 3 Born in the State of Minas Gerais on February 11, 1917, Barbosa da Silva is married and has a son and a daughter.
