    "ocrText": "- 11 -\nCOND\nDEPARTMENT OF STATE\nDivision of Biographic Information\nSILVA, Edmundo Pena Barbosa da\nBRAZIL\nBarbosa da Silva is the aviation speciolist in the Ministry of Foreign\nAffairs. He joined the diplomatic service in 1939 and was assigned to the\nmission in London, where he remained until 1941, He was then transferred\nto the Foreign Office in Rio with the rank of Consul, which he still holds.\nIn October 1944 he was technical advisor on the delegation to the Inter-\nnational Civil Aviation Conference in Chicago. 1\nA few months later he\nwas appointed to the staff of then President Vargas and assigned to handle\naviation matters for the presidency. It was then reported that although\nneither his training nor background pertnined particularly to aviation, he\nwas generally regarded as a brilliant young man. 2/ In hugust, 1947,\nhe\nwas on loan to the Ministry of Aeronautics during the South Atlantic Regional\nAir Navigation Conference. He was subsequently returned to the Foreign\nOffice and assigned to his present position in the Economic Division, in\naddition to which he is the Foreign Office's representative on the Com-\nmission for Studies relative to International Air Navigation. He rep-\nresented Brazil at the second session of the General assembly of the Inter-\nnational Civil Aviation Organization in Geneva, June 1949. 1/, 2/\nAll observers agree that Barbosa da Silva is extremely friendly to the\nUS. 2/, 31, 4/ During the negotiation of the air transport agreement be-\ntween Brazil and Argentina in 1948, Brazil was about to accept restrictive\ninterpretations on the part of Argentina which caused considerable concern\nto the US. The Embassy made representations to Barbosa da Silva, who,\nsinglehanded,succeeded in prolonging the discussions until some modification\nwas obtained. He has played a very important role in the conclusion of all\nBrazilian bi-lateral air agreements, and is said to be well informed in and\nto have a sound understanding of international aviation matters. 3\nBorn in the State of Minas Gerais on February 11, 1917, Barbosa da Silva\nis married and has a son and a daughter.
