MEMORANDUM FOR THE PRESIDENT
Subject: Progress of U.S.-U.K.
Economic Negotiations
Negotiations with the British have reached the point
where final top-level decisions will be necessary this
week. The present status of the principal items is:
1. Commercial Policy - Substance all agreed. Some
decisions of form and procedure of presentation remain
to be made.
2. Lend-Lease and Surplus Property - Details are
pretty well advanced. There remains a divergence of
considerable magnitude in the overall dollar amount of
settlement.
3. Finance - The British have agreed on rate of
interest. There is still no agreement on the amount of
the credit, the British requesting $4 billion of new
money, and we standing on $3.5 billion. Major differ-
ences still exist on terms of sterling convertibility
for countries outside the sterling area and handling of
import quotas. A number of other points remain open.
4. Telecommunications - The Conference in Bermuda
is well under way.
The U. S. Group hopes to present its final recom-
mendations to you this week.
