CONTIDENTIAL
PERSONAL, AND CONFIDENTIAL SUMMARY
The initial stages of the Paris Conference have passed
off with great amoothness, rapidity and every evidence of
good will and cooperation, with most countries anxious for
representation on committees conaddering commodities in
which they ean make some contribution.
The Scandinavian countries are prepared to work as a team
but are anxious to know how the effective pooling of resources
within Hurope will' be reconciled with the general principle of
non-discrimination. They are prepared to put their best people
to work on this whole complex of problems.
Bevin regards the limited sise and actual nembership of
the Executive Committee as extremely satiafactory, particularly
since it includes Italy, which Bevin anticipates will be an im-
portant cog in the machine. The Turks wish to enlarge the Com-
mittee by the addition of themselves, but withdrew their aug-
gestion after the other delegations indicated that such action
would be inappropriate.
Bevin concluded by stating that the composition of the com
mittees was satiafactory in itself and was arrived at without visible
ill will or dissatisfaction. "Our final meeting today was con-
ducted in a very genial atmosphere."
