MEMORANDUM FOR THE PRESIDENT
Subject: Mr. Bevin's comment on reported
British secret negotiations with Arab States
In order to check on the report contained in Ambassador Butler's
telegram of March 29, 1948, to the effect that the United Kingdom had
negotiated secret agreements with the Arab States (subject of memorandum
to the President of April 1, 1948), the Department requested Ambassador
Douglas' comments.
Ambassador Douglas reports that he bluntly asked Mr. Bevin whether
the United Kingdom had been making treaties with the Arab States along
the lines indicated by Dr. Evatt in his conversation with Ambassador
Butler. Ambassador Douglas did not, of course, mention Dr. Evatt's
name.
Mr. Bevin categorically denied making any treaty arrangements with
any of the Arab States except the modification of the treaty of 1932
with Iraq (which modification has, in effect, been publicly repudiated
by Iraq) and the recently concluded treaty with Transjordan. He said
that both of these treaties would be filed with the United Nations.
