-9- COMMERCIAL AND FINANCIAL POLICY The Canadian Government is deeply interested in bringing about sound multilateral trade and the recip- rocal reduction of tariffs and removal of trade barriers. Canada's national income is far more dependent on for- eign trade (30% in peacetime) than is the United States and interest in orderly international economy is cor- respondingly greater. Canada's willingness, as recently announced, to extend to other countries having balance- of-payment problems adequate credits to finance their import requirements from Canada is of particular in- terest. This offer is directed primarily to the United Kingdom, for there is serious concern in Canadian Gov- ernment and trade circles lest the financial difficulties which the United Kingdom seems likely to face after the war might lead to a drastic curtailment of purchases in Canada. Lord Keynes stopped in Ottawa recently on his way to Washington and engaged in informal discussions with the Canadians. It is anticipated that he will return to London via Ottawa and then be able to secure agree- ments with Canada in the light of the Washington con- versations. the RECORDS ARD s TO
