The rest of the group, except for Mr. Webb, sat
down to work out the public statement to be released about the
meeting. This continued for about half an hour in the Cabinet
Room, and then another half hour in the Fish Room. (The group
was moved in order to accomodate the Cabinet meeting at 11.) There
were no disagreements over what should be said; it just took time
to work out language that covered the situation accurately, and that
was approved by every one in the group.
For the first fifteen or twenty minutes the Prime

Minister was not personally involved in the drafting. For part of
that time Mr. Murphy explained to him the legal questions we
had run into about whether New York could enter into an agreement
with Ontario to build the power project, without special action by
the Congress giving its consent. The Prime Minister commented
that sometimes doubts like that are ignored. He cited the instance
of the Rainbow Bridge at Niagara Falls, which probably should not
have been built without the consent of Parliament, "but it was,
and it's there now."
