EMBASSY OF THE UNITED STATES OF AMERICA Santiago, September 13, 1945. Dear Mr. President: I am intensely interested in the Franco maneuvers in Spain and the actions and pretensions of the monarch- ists and since, in the nature of things, our people in Madrid have contacts mostly with the monarchists, since the republicans are in jail or exile, I shall be glad to furnish my own ideas about men and things, if de- sired. The statement of the Pretender that he will not return without a plebiscite as to monarchy or republic is intended to create the impression that he wishes the Spanish people to have voice in the determination of their future. Permit me to suggest that this is sheer pretense unless, with that statement is coupled the pledge that no plebiscite will be held under t he supervision of the enemies of the democratic Republic that was destroyed by the Axis or until all political prisoners are released and the hundreds of thousands of the gallant soldiers of democracy that held back the triumph of the Axis for two and a half years are permitted to vote in the plebiscite. Anything else would be a mockery and properly resented by every real democrat in the world. It ought also to be borne in mind that it was not the little fascist party of Primo de Rivera and Franco that invited the Axis Powers with their armies and war material The Honorable Harry S.
